Montana SNAP waiver blocks soda, candy and some junk food

MONTANA — Montana will stop allowing SNAP benefits to pay for soda, candy and some junk food after federal approval of a waiver announced May 19, 2026.

According to the governor’s office, the U.S. Department of Agriculture signed off on the change after Gov. Greg Gianforte sent the waiver in March. The announcement said the state wants SNAP purchases to focus more on nutritious foods.

Gianforte said the state joined 22 other states through the Make America Healthy Again effort.

USDA Secretary Brooke Rollins said Montana became the 23rd state in that effort.

The waiver covers sugary drinks with more than 10 grams of sugar per eight ounces, energy drinks, candy and prepared desserts like packaged snack cakes. It keeps protein bars and fresh baked goods on the list of allowed purchases.

State health director Charlie Brereton said the change was meant to address diet-related health issues in Montana.

The governor’s office said SNAP is a $99.8 billion federal program that helps low-income families buy food. It also cited a USDA study that found about 20 percent of yearly SNAP spending goes to unhealthy drinks and foods.

Milk, 100 percent fruit juice and medical electrolytes will still be allowed under the waiver.
