Trump approves Phillips County border pipeline permit

Phillips County, Mont. — A presidential memorandum dated April 30, 2026, says President Donald Trump approves a permit allowing Bridger Pipeline Expansion LLC to build and operate pipeline facilities at the U.S.-Canada border in Phillips County.

According to the document, the approval covers a 36-inch pipeline segment on the U.S. side of the border. The memorandum says that segment extends to the first shut-off valve or pumping station less than 2,000 feet from the international boundary.

The permit says the line can carry crude oil and other petroleum products between the United States and Canada. The memorandum identifies Bridger Pipeline Expansion LLC as a Wyoming company owned by Bridger Pipeline LLC.

The document makes clear that the approval does not replace other legal requirements. It says the project still has to comply with federal, state and local laws and still needs any other permits required by those agencies.

The memorandum also lays out how the project is overseen once in place. It says representatives from federal, state and local agencies can inspect the facilities and have unrestricted access while doing official work.

It also says the company cannot make major changes to the border facilities, their location or the approved operation unless the President approves those changes through an updated permit.

The permit places more responsibility on the company beyond construction. According to the document, Bridger Pipeline Expansion LLC has to secure rights of way, easements and other approvals and keep the facilities in good repair.

The memorandum also addresses what happens if the permit no longer remains in effect. It says the company has to remove the facilities at its own expense unless the President decides otherwise.

The document says the U.S. government can also take possession of the facilities if the President determines that national security requires it. In that case, the memorandum says the company receives notice and compensation under the permit terms.
